I would not use WD-40. It leaves a residue that can carbonize. I would stick to Deoxit and then pull a clean dry piece through to dry and final clean after the deoxit has sat there for 20 or 30 minutes. Actually,, though bond paper is OK, I use a good grade business card which is a bit stiffer and easier to get it tight spots and it has a higher linen content, making it a better "fine abrasive".

Do NOT use emery paper or sandpaper on relay contacts. Even 1000 grit emery paper can severely damage the contacts. If a true burnishing tool that is made for such use is not available you can use plain old "bond" paper cut into strips. In fact, usually you can use copy paper or "computer" paper. When using paper strips immersing in some contact cleaner like Deox-it or even WD-40 can help. Some people have had excellent results using a dollar bill. However, it is pretty hard to get a dollar bill into some areas that have a relay that requires cleaning.

Here is just one example of a burnishing tool. There are quite a few others available from various manufacturers including one that has replaceable blades.

Such a burnishing tool is excellent for cleaning contacts on telegraph keys, keyer paddles, and so forth.

The 32S-3 relay contacts can normally be cleaned using a very fine grade emery paper 1000 grit or better. Soak the emery paper in DEOX-IT first then put slight pressure on the relay as you slide the emery paper between the contacts.
