The problem of course is that there are burrs from the setscrews that are causing the problem. If there is anyway to remove them with fine emery cloth or a small file, that will help. Unfortunately, you probably can't move the gear back either or enough to expose the problem.

Sometimes I have had to pull or force the gear outward while tapping the end of the shaft with a plastic hammer. Obviously, you don't want to damage the PTO when you are tapping. If a person had a little gear puller or could fabricate one, that would be the safest method I would think.

Anyway, I can feel your pain trying to dislodge this gear. When you do finally get it off, make sure you remove the burrs completely before re-installing. I don't think the setscrews have to be that tight next time.
