Try removing all the tubes and try again. If it still burns up the
resistors, you can trouble shoot from there. I'll bet you have a bad
tube(s).
Get new ones from Frank Krize K5SVC.
The resistors sort of act as a fuse so the type shouldn't matter.
Just to cover all the bases, there are 3 interlocks, power supply, PA
and bottom cover. The bottom cover interlock is at the rear near the
line cord. It's possible that the interlock is bent out of adjustment
and is grounding even with the covers on.....but then you don't see a
ground so I'll bet on the tubes.
Also C31 could be shorted....you could remove one end of it and see what
happens.

I'm trying to get a 30L1 amp going. Don't know the last time it ever 
worked.....My  current problem is that I keep blowing up the 10 ohm 
 resistors R18 and R17.  I can't detect any direct shorts anywhere but I

keep blowing these resistors  up. My question...Is it critical that 
these resistors be carbon type and not the newer metal film types I'm 
trying to use???
I can't seem to isolate the short. The safety interlocks are all ok (ie 
not grounding) and the tubes seem to be ok....On power up, I blow these 
up right away!
