{Collins} Re: Collins meter

I'd suspect it from some remote audio panel, perhaps one used with a
distribution amp as such. The -18 to +3 is pretty well a dead give-a-way
that it's audio, rectifier type meter. However, a VU meter is typically
marked with a scale indicating 100 at the 0 dB point. There's the A scale
VU meters and the B scale VU meters with the A scale units having the dB
numbers on top and the 0 to 100 on the bottom of the arc. The B scale
meters, more common in broadcasting, have the 0 to 100 scale on top and the
dB scale below the arc. Since by description it would be classified as a
dBm meter and the scaling would be logarithmic in nature.

A series external resistor of 3600 ohms should make it read +4 dBm at the 0
dB mark and a 7200 ohm series resistor will make it read +8 dBm at he 0 dB
mark. Some broadcasters adapted the + 8 line level. Later, the +4 standard
became the de-facto standard. All of these values were referenced to a 600
ohm terminated line where 1 mw of power equals 0 dBm.
