top cover holes are for the five bands of loading coil adjustments, this is 
a factory thing,  these are original, LORD makes the shocks, seems like 
about 130 piece minimum order,  I have done this 4 times in the past 10 
years... last time was about 3 years ago ... I have an account with LORD but 
I dont know if there is enough demand this time for say 35 sets of mounts
