The sheath is not the shield.  In the 516F-2 cable there is a "plastic" sheath over the shield and it is the sheath that becomes brittle and "stiff", not the shield.  Removing and replacing the sheath should "limber up" the cable by a good bit.  However, you definitely do not want to remove the shield.
