You will have to..... mod the Plate Loading Cap in the PA compartment. It
consists of removing
the wire to the "rear" (147-A on the 32S-3) & then connecting both
stators together with a wire. The 32S-3 will work on ALL
the regular Ham bands plus 30Mtrs.
Probably not an alignment problem.

Do you have the bandswitch in the 20 meter position?  If I remember right 
the charts show that is the proper bandswitch position.
