Lee....that's exactly how I did the radials on the Hy-Tower.
I scalped the ground and put down 90, 70' radials and stapled them to the
ground.
There is absolutely no need to bury radials....in fact if they are buried 2"
or more deep they don't work!
The whole idea is for the radials to provide a return path to the base of
the antenna.
It was only a month or so and the radials were invisible. 
I mow over them with a huge Kubota 6' mower without a thought.
I didn't bury the coax either.
I DO flip the coax outta the way when I mow.....kaff...kaff

No real advantage to buying them...and if you cut the lawn close (or do it
in Winter, early spring) and put them down with radial staples...
the grass will grow uo and you won't know there there...
Who wants to but them...that is a PITA.

It's been mentioned a couple of times to have counterpoise radials on 
the
surface of the ground.  Wouldn't it be better to have the ground 
radials buried
in the ground for grounding, not to mention the possibility of getting 
the wire
